I told Sir Richard Dane in confidence at the
same time that this Government would not be willing to inaugurate the system described in those articles except in consideration for certain trade facilities which it desired from China. I added that I was quite prepared to open negotiations accordingly if the Chinese Government were to approach this Government on the subject.
After discussing the subject with Sir Richard Dane I am inclined to the opinion that a considerable revenue from salt might be obtained in this Colony without placing an appreci- -able burden on consumers, but
